There comes a point when failure can no longer be explained away as a mistake, a transition problem, a paperwork issue, or something that simply needs more time.
At Milwaukee’s Housing Authority, we are well past that point.
The Housing Authority of the City of Milwaukee has once again landed in the federal government’s crosshairs, and this time Milwaukee needs to stop pretending this is just another government agency experiencing a few bumps in the road.
According to the report by Jenna Rae of TMJ4, the U.S. Department of Housing and Urban Development (HUD) says the Housing Authority of the City of Milwaukee (HACM) has again failed to comply with federal requirements designed to correct longstanding problems at the agency. HUD says HACM failed to comply with federal requirements, its Recovery Agreement, and its Annual Contributions Contract.
This is the federal government saying an agency entrusted with housing some of Milwaukee’s most vulnerable residents still isn’t meeting requirements after already being placed on a recovery plan.
How many warnings does HACM need?
HUD designated HACM as “troubled” in December 2024 and established corrective actions addressing safety, financial management and compliance. According to the newly obtained letter reported by TMJ4, many required actions remain incomplete.
At some point, Milwaukee has to stop accepting promises and start demanding results.
These aren’t just numbers. These are people’s homes.
It’s easy for bureaucrats to talk about audits, inspections, recovery agreements and compliance deadlines.
Behind every housing voucher is a person or family depending on the system to function correctly.
Behind every missed requirement are Milwaukee residents who have every right to expect that the public agency responsible for housing assistance can competently perform its basic responsibilities.
According to the TMJ report HUD says HACM failed to satisfy several recovery requirements involving rental unit conditions, required inspections and the agency’s financial position. HACM also missed deadlines for required documents, including a financial audit, with some deadlines reportedly missed by several months to a year.
Where is the accountability, and where is the outrage from Milwaukee’s political leadership?
If this were happening inside a private landlord’s operation, politicians would rightly be demanding answers. When the government is responsible, residents deserve that same energy.
TMJ4 reports that internal emails obtained in January 2025 from HACM’s chief financial officer and board members said the agency was at risk of bankruptcy and that millions of dollars in Section 8 funding had been improperly used to pay staff.
TMJ4 also reports that HACM was failing to make rent payments on time for tenants, and in some cases payments were six months behind.
Now HUD is once again saying requirements haven’t been met.
Milwaukee taxpayers and HACM residents shouldn’t have to keep asking the same question, who is being held responsible? Where is the mayor on this matter?
HACM reportedly has until the end of the month to complete inspections of more than 100 units and provide its fiscal 2025 audit. TMJ4 reports that if HACM fails to meet federal requirements, HUD could take control of the Housing Authority and possession of HACM properties.
Milwaukee’s housing authority has reached a point where possible federal intervention is on the table.
That should set off alarm bells throughout City Hall.
HACM says it continues working closely with HUD to address outstanding requirements and advance its recovery efforts.
Milwaukee residents shouldn’t have to wait for another federal letter before somebody takes failure seriously.
Residents certainly shouldn’t have to wonder whether there is any level of failure serious enough to produce real consequences.
Next week’s board meeting needs answers, not excuses.
Board members should be providing clear answers about every outstanding federal requirement, every missed deadline, the overdue audit, the remaining inspections and exactly what is being done to avoid further federal action.
Milwaukee residents deserve transparency.
More importantly, HACM residents deserve competence.
This is about whether a government institution entrusted with helping low income residents can fulfill its obligations.
The people living in HACM properties are not statistics on somebody’s spreadsheet.
They are Milwaukeeans. They are mothers, fathers, seniors, children and people simply trying to keep a roof over their heads.
They deserve better than another excuse. They deserve better than another missed deadline.
They deserve better than another promise that things are improving while HUD says requirements remain unmet.
Enough is enough.
If Milwaukee cannot get HACM’s house in order, the federal government may ultimately do it for us.
And if it reaches that point, Milwaukee’s leadership shouldn’t pretend it wasn’t warned.
