Thomas William Johnson, 51, the district administrator of Union Grove Union High School in Kenosha County, Wisconsin, was arrested after a Kenosha County Sheriff’s Office investigation into child sexual abuse material that began with a referral from Racine County late last month.
Detectives executed a search warrant at a Burlington-area residence, seized electronic devices, and referred two Class D felony counts of possession of child pornography to prosecutors. Johnson was booked into jail that morning with his bond set at $250,000.
School officials responded swiftly as Union Grove Union High School Board President Diane Skewes notified families of the arrest, appointed Principal Tom Blair as acting district administrator, and emphasized cooperation with law enforcement while prioritizing student safety.
Wisconsin prosecutors now have stronger tools to pursue school predators to the fullest extent thanks to the new anti-grooming law signed as 2025 Wisconsin Act 88, sponsored by State Rep. Amanda Nedweski of Pleasant Prairie, which defines grooming as a felony offense with enhanced penalties for those in positions of trust like educators and extends the statute of limitations, enabling earlier intervention in cases involving figures of authority.
