Federal investigators said three envelopes containing feces were mailed to the gubernatorial campaign of Republican U.S. Rep. Tom Tiffany, and the U.S. Postal Inspection Service linked the mail to a home in Kewaskum using codes and barcode tracking.
The campaign received the three letters on July 20, July 27 and Aug. 10, according to a request for a federal search warrant that was unsealed. Tiffany’s campaign sends mailings that include pre-addressed return envelopes inviting donations. A U.S. postal inspector said three of those envelopes were returned with feces inside.
There is no place for this kind of conduct, regardless of political differences.

The person who sent the letters cut out the original recipient’s name and address, but codes remaining on the envelopes allowed inspectors to identify the Kewaskum address where the mailings had originally been sent, the inspector said in the warrant request. The back of the first envelope read “OPEN! OPEN!” and “BIG MOOLA CHECK.” The second had the words “CABBAGE INSIDE,” and the inside said “SURPRISE [expletive]!” The third envelope contained a barcode that pointed to the same Kewaskum address.
The inspector used a U.S. Postal Inspection Service database to view images of mail delivered to the Kewaskum home and confirmed that the three envelopes matching the codes on the feces-containing mail had been delivered there. The intended recipient of the original mailings died in 2024, but relatives of that person were living in the home, the inspector said.
The U.S. Postal Inspection Service obtained a federal warrant for a Kewaskum man and woman’s DNA and fingerprints. No charges have been filed, and FOX6 News is not naming them.
“Not only is this behavior disgusting, but it also forces innocent postal workers to handle these materials. There is no place for this kind of conduct, regardless of political differences. We appreciate law enforcement’s efforts to investigate this matter,” the Tiffany campaign said in a statement.
