A Sheboygan Police Department crash report identifies Dean M. Shannon, an Assembly Democrat Campaign Committee staffer for Joe Sheehan, as the driver involved in a hit-and-run on Broadway Avenue, according to the Republican Party of Sheboygan County. The report states the crash occurred at approximately 12:38 a.m. on Sept. 10. Shannon’s vehicle struck a legally parked vehicle and left the scene.
The owner of the damaged vehicle later provided police with information that helped identify the suspected vehicle. Sheboygan police then located the suspect’s damaged vehicle. The report indicates a family member in Sturgeon Bay owns the vehicle.

When police attempted to speak with Shannon about the incident, he said he did not want to speak without an attorney present. Declining to speak without counsel is a legal right. Police issued Shannon citations for hit-and-run of an unattended vehicle and operating a motor vehicle without insurance. Both are civil forfeitures, comparable to traffic tickets, not criminal charges. A citation is not a finding of guilt, and nothing public shows the outcome of the citations.
The police report lists Shannon as holding a New York driver’s license. A Google search previously identified him as a field organizer for the Assembly Democratic Campaign Committee. His current LinkedIn profile does not list that role. The profile has shown previous work experience in New York. Shannon has been confirmed to be staying at the Founders Club in Sheboygan, a short-term housing facility for workers and interns.
According to Assembly Democratic Campaign Committee job postings, field organizers are assigned to targeted districts to recruit volunteers, contact voters, support Democratic candidates, and help win seats in the Wisconsin State Assembly. The positions are limited-term through the November election. District 26 is among the competitive seats that could affect which party holds the majority after Nov. 3.
Assembly District 26, which covers Sheboygan, was decided by 845 votes in 2024. Democrat Joe Sheehan defeated Republican Amy Binsfeld, with Sheehan receiving roughly 14,887 votes and Binsfeld about 14,042 out of approximately 28,929 total votes cast. Sheehan is seeking reelection. Republican John Belanger, a former Sheboygan alderman, is the GOP nominee.
Citations remain pending or unresolved in public records. Available public reports do not detail the outcome of the citations, any connection to campaign activities, or Shannon’s current employment status beyond the crash report and prior online listings.
