Kenosha County District Attorney Xavier Solis announced that Xiong Peng, a Chinese national described by the office as an illegal alien, has been transferred to U.S. Immigration and Customs Enforcement (ICE) custody following his release from the Kenosha County Jail.
According to Solis, Peng had committed crimes in multiple states and Wisconsin counties before being extradited from Pennsylvania to Kenosha County to face local charges. Upon release from the jail, he was immediately taken into ICE custody.
In a statement, Solis said the case highlights the need for cooperation between local law enforcement and federal immigration authorities. He criticized the Wisconsin Legislature’s failure to pass a bill that would have required counties to honor ICE detainers and facilitate transfers of illegal aliens in local custody, noting that Assembly Democrats voted against the measure.
“This case demonstrates why cooperation between local law enforcement and our federal partners is essential to protecting our communities,” Solis said. “Xiong Peng committed crimes in multiple states and multiple Wisconsin counties before ending up in Kenosha County. Here, the buck stopped.”
Solis stated that under his administration, the office prioritizes Kenosha County residents and crime victims over illegal aliens who commit crimes, adding that such individuals “should be prosecuted, turned over to federal immigration authorities and sent home.”
The District Attorney’s Office said it remains committed to prosecuting criminals, protecting victims, and collaborating with local, state, and federal partners. The announcement noted that the investigation involved multiple individuals and that each defendant is presumed innocent unless and until proven guilty in court.
